1999年8月，電氣取締法(The Electrical Appliance and Material Control Law)改為電氣安全(DENAN)法(The Electronics Appliance and Material Safety Law),並經(jīng)2年之公告，於2001年四月一日起生效。原在電取法中，只有日本之國(guó)家標(biāo)準(zhǔn)，在新法-電安法中，便增列國(guó)際標(biāo)準(zhǔn)(加上日本之國(guó)家差異，如電壓差異)，于電安法中(即Part2)，名為IECJ。一般而言，電氣測(cè)試需視不同的額定電壓予以測(cè)試，原電取法內(nèi)包含EMI之要求，故除IEC標(biāo)準(zhǔn)外，也一定要符合EMI之要求。但如CB報(bào)告中之電壓不同，則此CB報(bào)告不能被接受。未來也會(huì)朝放寬 法令之方向，將不再把測(cè)試標(biāo)準(zhǔn)明定於法令中(第1號(hào)，第 2號(hào)等...)，而改為“參 考某某標(biāo)準(zhǔn)”。但對(duì)於產(chǎn)品責(zé)任追究，則更加嚴(yán)謹(jǐn)。如已註冊(cè)符合PSE mark產(chǎn)品，產(chǎn)品於上市生髮生問題，進(jìn)口商依法將被罰1億日元，並需坐牢。此外，除需停止生產(chǎn)銷售有問題之產(chǎn)品，還要進(jìn)一步回收已在市面上銷售之產(chǎn)品，該產(chǎn)品之註冊(cè)ID也將取消。
A類產(chǎn)品(Category A Product)改為特定電氣用品(Specified Electrical Appliance and Material),貼於產(chǎn)品三角形T-mark改為菱形PSE mark,並需標(biāo)示認(rèn)可實(shí)驗(yàn)室之名稱(如JET、JQA等)。原電取法規(guī)定之產(chǎn)品種類，由165項(xiàng)再減為113項(xiàng)。而B類產(chǎn)品(Category B Product)則改為非特定用品，需貼圓形PSE mark(性質(zhì)類似CE mark)。原電取法規(guī)定之產(chǎn)品種類，由333項(xiàng)再增為343項(xiàng)。此類立產(chǎn)品亦需向日本經(jīng)濟(jì)產(chǎn)業(yè)省 (Ministry of Economy, Trade and Industry簡(jiǎn)稱METI)取得註冊(cè)ID。特定與非特定產(chǎn)品在PSE系統(tǒng) 中的主要差異，特定與非特定產(chǎn)品在PSE系統(tǒng)中的主要差異，在於強(qiáng)制性認(rèn)證產(chǎn)品需由指定之實(shí)驗(yàn)室發(fā)“適合性同等檢查合格書”即PSE證書，而自願(yuàn)認(rèn)證產(chǎn)品只需持有一般實(shí)驗(yàn)室之測(cè)試報(bào)告，便可向METI申請(qǐng)?jiān)]冊(cè)。

必須是擁有在日本政府註冊(cè)之日本商社，才能向METI申請(qǐng)?jiān)]冊(cè)。特定產(chǎn)品類的海外製造廠如要預(yù)防代理商配合情況不佳時(shí)，需要換代理商所可能帶來的產(chǎn)品銷售問題，可以於產(chǎn)品測(cè)試通過時(shí)，加買多份“適合性同等檢查合格書”，以便交由新的代理商向METI申請(qǐng)?jiān)]冊(cè)。
